I WOULD BE VERY POSSIBLE ON PAPER TO DIVIDE IRAQ INTO 3 PARTS ACCORDING TO ETHNIC POPULATIONS AND OIL FIELDS.
IRAQIS COULD THEN DECIDE WHETHER THEY WANT TO CONTINUE TO FIGHT IT OUT, DESTROYING THEIR COUNTRY IN THE PROCESS OR THEY WANT TO GET ON WITH THEIR LIVES .

in the discussions of whether or not the partition of Iraq would be a good idea.
Those taking part in discussions should be:
Kurds, Sunnis and Shiites
Turks and Kurds who live in the USA
Arabs (Syrians, Iraqis,Jordanians, Egyptians and others)
Turks
Europeans
Maybe Russians, Japanese and any others who might be able to bringt something to the discussion.
WE SHOULD START WITH A CLEAN SLATE WITH EVERYONE COMING TO THE TABLE WITH AN OPEN MIND AND WILLING TO ADMIT THAT IT MAY OR MAY NOT BE A GOOD IDEA.
In one case it is doing the same thing again and again, hoping for a different result.
In the other case it is akin to ignoring a problem hoping that it will go away.
What is called for is a strategy to rectify the underlying problems.
I submit that by focusing on the fact that the most obvious problem is the conflict between
Kurds, Sunnis and Shiites. We have three distinct ethnic/ cultural groups who are in conflict with each other . There are two possibilities. Either they can live in one country or they cannot. We SEEM TO have decided that Iraq must be preserved as one entity for reasons that are not apparent to me.
I AM NOT PROPOSING THAT WE PARTITION IRAQ TOMORROW. i AM PROPOSING THAT WE GET THE APPROPRIATE PEOPLE TOGETHER AND HASH OUT THE ISSUE.
WE SHOULD DO THIS WHILE WE ARE “STAYING THE COURSE’ AND BEFORE WE “CUT AND RUN”

To get from one point on the globe to another point you need to:
1. Know where you are going
2. Be properly equipped to get there.
3. Know when to change course
4. Keep track of the vessel’s progress
5. Be aware that winds, tides and currents can deviate the vessel from its course
6. Be aware of hazards to navigation
7. Be able to anticipate and recognise landmarks.
8. Make use of multiple methods of navigation
9. Maintain communications
10. Avoid collision courses with other vessels
These a few that come to mind FOR WHAT THEY ARE WORTH
IF THE SHIP’S RADIO IS STILL WORKING….. we could send out inqueries about how it might work out if we altered course for a more accessable port (aka partition of Iraq)
Don’t worry Dubya, we still can stay YOUR course while we are making those inqueries.
We can get input from the people who would be directly involved in the partition of Iraq and those who are not, but have perspective that can be helpful- for example Turks and Kurds who live in the USA. These people have experienced being Americans while embracing and honoring their ethnic origins.
COULD IT POSSIBLY MEAN THAT WE MAY NEED A PLAN B?
Getting the proper people together to hash out the issues involved in partitioning Iraq could be a Plan B.
THE DEVIL IS EVERYWHERE IN MAINTAINING IRAQ INTACT. God did not join the Kurds, Shiites and Sunnis together. Neither did the Kurds, Shiites and Sunnis. The British did after World War One. The continued juxtaposition of these three different ethnic groups is a major obstacle in the recovery of the region.
Let the international community, including Arabs sit down to rule in or rule out partition.
WHAT ARE THE OBJECTIONS TO PARTITIONING IRAQ ?

MASSIVE RELOCATIONS? There are already voluntary massive relocations. One million Iraqis have already fled Iraq. Would it be better for Iraqis to remain where they are at the risk of their lives in chaos and desruction?
TURKEY WILL OBJECT? If the Kurds want to have their own country, they need to promise that they will respect the border of Turkey (and Syria and Iran) THAT IS ALSO WHY WE NEED TO HAVE INTERNATIONAL (INCLUDING ARABS AND IRAQIS) PARTICIPATION FOR INPUT AND SUPPORT OF THE PLAN
IRAN WILL TAKE OVER THE SHIITE PART OF IRAQ The Iraqi Shiites should be allowed to join Iran Shiites if they want to do so.
THE OTHER ARAB COUNTRIES WILL OBJECT Most of the Arabs outside of Iraq and Iran are Sunnis and would want to see the Iraqi Sunnis survive either independantly or united with Kuwait.
IN ANY CASE , WE CANNOT DO IT ALL BY OURSELVES. WE WILL NEED INTERNATIONAL PARTICIPATION WITH OR WITHOUT THE UN.
INTERESTINGLY GEORGE W. BUSH COULD COME OUT OF THIS SMELLING LIKE A ROSE BECAUSE HE WOULD HAVE MADE IT ALL POSSIBLE BY DEPOSING SADDAM.
